Boston, Massachusetts, is 100% fluoridated

"A recent study by the Massachusetts Society for the Prevention of Cruelty to Children found that a quarter of the state's third-graders have untreated tooth decay. This is even more common among the nearly 95,000 children in Boston on MassHealth, the state's Medicaid program, which covers health-care costs for low-income residents. Of third-graders on MassHealth, the study said 40 percent have untreated decay, with 16 percent in need of immediate care."
